Welcome to the WTC MUD #1 Theatrical Revue: “Government, but Make It Ironic”

The meeting kicks off in the time-honored tradition of transparency: with no chairs for the public and a key board member, Director David Flores, mysteriously absent. (Spoiler alert: he wasn’t even told the meeting was happening. Democracy dies in darkness, or at least in a forgotten group chat.)


0:53 – The Price of Convenience

The Board (Avila, Norrell, Rocco, and Jones) executes a contract update with Sage Management faster than you can say “conflict of interest.” The big plot twist? They threw in Lakeline Oaks like a bonus track on a bloated album, making the deal even pricier. Still no Bidding Process, but don’t worry—there’s a thrilling investigative exposé “coming soon,” which will likely have better sourcing than the actual contract.


2:30 – Setting the Record Crooked

Beth Jones reassures everyone that a flyer sent by MUDucation definitely, totally, pinky-swear did not come from the official MUD. Obviously. But she still felt compelled to clarify it because when you’re committed to misdirection, gaslighting is just part of the lighting design.


3:04 –  Directing Traffic to an Outdated Site

Jones helpfully directs folks to the “official” MUD website for “accurate” information—except for the minor detail that the site hasn’t been updated since dial-up was a thing and is now more legally questionable than a Craigslist sublet.


The Board voted in the March 19,2025  to wipe the slate clean and get rid of all of the existing Deed Enforcement policies - but remarkably, the “official”  WTC #1 website does not reflect that change, or detail their new scheme that includes fining residents on their own "Deed Restriction" page. 


3:16 – Memory Lane

President Beth Jones says “we have not fined anyone in a very long time”.  That is true, because the Deed Enforcement policy that was set in place after Sage walked away from this District the first time did not support this type of fine scheme.  But when Sage was here before they DID collect evidence and make reports that allowed for the fining of a lot of people - in an illegal way,  where  the fines were added to the water bills.  


That practice was discontinued – but now Sage is back. The Resolution on Deed Enforcement that the board voted to legally record with Williamson County clearly shows an intent to fine residents with civil penalties using District Rules - even though TCEQ clearly says this practice is improper.  Furthermore, those fines are to be evaluated and levied by less than a quorum of directors in a closed meeting - which is a clear violation of the Open Meetings Act.


3:40 – The Right Information (Eventually)?

Avila has a sudden epiphany that maybe—just maybe—accurate information should be posted online. Bold idea, truly. Expect his Nobel nomination any day now.


4:11 – Threat Level Midnight

Avila says they got a “threatening” email from a resident. The threat? Calling the cops on trespassers. Scandalous. Residents expecting their legal rights to be respected—what will they demand next, functioning streetlights?


4:54 –  How to Play the Game

Avila assures the public that Sage won't be stepping onto private property. Of course, the contract says otherwise and past behavior suggests Sage likes to make surprise visits like a nosy aunt. In fact, records show Sage used to “form relationships” with certain violators—an adorable euphemism for selectively enforcing the rules, as long as you know who to bow to. Property rights are now a networking game.


5:57 – Show Me the Money

Beth Jones motions to spend $3,500 to share the “right” information with the public. It’s heartwarming to see such investment in truth—especially after doing everything possible to bury it for months.


9:17 – The Travelling Circus

Director Rocco proposes the pièce de résistance: a travelling billboard to “set the record straight.” Finally, something more desperate than influencer apologies and used car commercials. It’s almost charming how hard they’re trying not to look guilty while broadcasting their innocence via roving signage.


9:30 –   Transparency Woes

Norrell laments losing the support of a constituent that does not want to have their deed enforced by Sage. She doesn’t like that the sharing of information by MUDucation has caused a “great deal of disturbance”.  We can only assume that she hoped her support for this enforcement scheme would happen quietly without anyone noticing, and without ever having to be held to answer or take accountability for it. 


10:41 – Deed Enforcement Duo

And who will draft this informational letter to clear things up? Why, the exact two people (Jones and Rocco) who are also secretly in charge of doling out fines behind closed doors. We’re sure it’ll be a balanced, unbiased masterpiece—probably written in Comic Sans.


12:26 – The Non-Action Action

The meeting adjourns after a covert executive session where nothing happened, allegedly. No votes, no actions, just more smoke for the mirrors.
