The November meeting unfolded in the typical clown-car fashion we’ve all come to expect. Directors Flores and Avila were absent, leaving the Three Stooges at the helm. What could go wrong?
Lead Pipes, Memories, and Magical Thinking
This month’s engineering report was delivered by the engineer’s associate, who shared “testimony” from the plumbing contractor who supposedly laid the fresh water pipes in the MUD 35–40 years ago. His recollection: he didn’t use lead pipes.
You’ll recall the Engineer explaining that the EPA requires certification that all fresh water infrastructure is lead-free. While most of the MUD can be confirmed from as-built plans, at least four sections lack sufficient documentation. In those cases, the District is required to test a percentage of homes to ensure they are not receiving water through lead pipes.
Enter Relevant Rocco, who proudly claims he can obtain a statement from “the plumbing company” saying no lead was used. Small detail:
Rocco wasn’t here in 1986 when the District was formed.
The District has no record of who the plumbing contractor was.
But somehow, he knows. Apparently clairvoyance is part of his portfolio.
If you live in Anderson Mill West Sections 1–4, you should insist the District provide evidence confirming the identity of the contractor and proof that he has the original plans for the work. Public health deserves more than guesswork.
The Million-Dollar Lift Station That Won’t Work
Buried in the Engineer’s report was the familiar line: “Hatch Lift Station Pump Replacement.” These pumps were replaced following the catastrophic failure in March 2023 and have continued failing ever since. PIRs have been filed to uncover why this million-dollar disaster continues to drain district funds, but until then, the failures and expenses continue.
Sidewalks the MUD Doesn’t Own
Westwood presented a proposal to inspect every sidewalk in the District and provide an assessment for $22,560. Important context:
The MUD does not own the sidewalks.
Sidewalks belong to the individual property owners or the respective counties.
By involving itself in sidewalk maintenance, the MUD assumes liability for injuries and accidents.
Despite this, Rocco wants to roll the project into the bond package.
The Bond Package: A Blank Check in the Making
The engineering firm continues assembling a bond package to in-debt this District because four board members want unfettered access to the $2.4 million per year in tax appropriations. Their wish list includes retribution lawsuits, parks, meeting meals for 18 people, and other spending that has little to do with essential MUD responsibilities.
Fire Protection Fee Surprise
A resident addressed the steep increase in the fire protection fee and asked why no notice was given. Research from MUDucation shows that after October 2022, operator Inframark simply stopped applying the annual increase to the water bills. They skipped it in 2023 and 2024 and only corrected the error after Director Flores brought it up in a meeting a couple of months ago. It’s difficult to determine the exact date, since meeting minutes are missing from the MUD website.
Deferred Business and Rubber-Stamped Checks
Much of the meeting was postponed due to Avila’s absence. Flores was absent too, but that didn’t stop the other three from pushing ahead.
Checks were approved without the board members seeing them. No one actually saw the checks before approval, but the ever-eager committee of Norrell and Rocco stands ready to sign anything put in front of them, errors included.
Spending District Money on HOA Property
In a final highlight, the operator proposed to spend over $1,000 to repair a blown fuse over a mailbox kiosk in Volente Hills—an HOA asset. The MUD does not own it and is not responsible for maintaining it. Yet the operator, who is responsible for keeping track of district assets, either does not know or does not care to distinguish between MUD property and HOA property. Grifters are gonna grift.
Conclusion
The inability to lead or manage continues to abound.
