Missing Public Records, Deadly Public Parks, Open Meeting Violations and…lawn gossip
Public Comments: Citizens Bring the Heat (00:01:45)
Residents came prepared with:
*Lawsuits against neighbors & taxpayers (because that’s productive)
*Parks Committee negligence on playground maintenance items Priority 1 (death) & Priority 2 (dismemberment)
*Committees hiding public records like they’re nuclear codes
*Constables ejecting the public
*Board refusing to follow its own rules
*Public Suggestion: Update the District’s rules. Board Response: [Insert cricket noises here]
Norrell vs. Facts (00:10:53)
Carrol Norrell announces last meeting’s public comments were “non-facts.” She doesn’t identify which comment(s). Receipts don’t lie. Go visit MUDucation. Bring your reading glasses and a stress ball.
Sage Billing Soap Opera (00:12:46)
Director Flores questions why Sage bills for working on public information requests (PIR) when the committee has and should be providing the records.
Rocco insists Sage hasn’t given anything because it’s “draft.” (Translation: They did the work but no one can see it.) Turns out this isn’t a legitimate reason to withhold records. Whoops - who knew? Apparently not the Deed Enforcement Committee.
Attorney confirms: Nope, he has not been given any records.
Norrell wonders if they should, you know… check the bills, since Sage charged for something they didn’t submit. Beth Jones pressures her to move on without making sure everything is right. She caves to the pressure, then votes to pay everything anyway.
The remainder of the bills (amount not even reported in the public meeting) also got smashed through without any conversation. Such a shame, maybe some conversation would have laid bare the Invoice and Billing Errors the Billing Committee of Norrell and Rocco neglected to find. Everyone but Flores voted to expend taxpayer dollars without care. Rubber Stamp Level: Legendary.
Deed Enforcement: Follow the Money (00:17:07)
Jones unveils a contract with the Fowler Law Group for deed enforcement.
Is it for the District or for Sage? Unknown. Jones swears it will cost the same as the current attorney. Sure, Jan. We’ll investigate. Stay tuned for the “Who’s Getting Paid?” episode.
Engineer’s Report: Sewer Edition (00:22:24)
*Sewer inspection continues; defect list coming
*Anderson Mill West sections 5 & 6 - pipes are NOT lead.
*Homeowner letters: “coming soon”
Inframark’s $54k/Month - For What? (00:29:07)
*Missing water still missing
*Master meter tests still secret
*Lawsuit announcement mysteriously absent from water bills
*Tennis court repairs? Not scheduled.
*Electronic meter upgrade? $932,619 for meters that are incompatible with Cedar Park’s system. On purpose? Savings to taxpayers: $0.00
Parks: Death Traps & Forehead Smacks
Swings with broken chains? Mentioned. Priority 1 (life) & 2 (dismemberment) hazards reported more that three months ago by a paid contractor? Deprioritized. Avila actually asks out loud if they should fix life-threatening failures. Insert forehead smack here. Sir… you’re on the Parks Committee, you have one job in that role. Safety. Might want to consider pushing those issues to the top of the list…
Website Comedy Hour
The Dream Team: Norrell claims a productive website meeting with Darrell-from-Inframark (who doesn’t use a laptop) and Caleb from Touchstone. Darrell: “I have no numbers, no estimates, and no clue” Website plan: Add a map.Data accuracy? Not in this lifetime.
Open Records Committee: Public Shaming Bingo (1:16:00)
Norrell can’t read requester names out loud like she’s hosting a game show. Why? Because she did not receive a report.
Tax Rate Theater (1:20:00)
Rocco frets about counties delaying final values, which means the board can’t possibly think about a tax rate. Then he muses: “Should taxes go up, down, or stay the same?” Folks, these are the people controlling $2.4 million in your tax dollars. Be concerned. Be very concerned.
Attorney’s Report & Executive Session (1:26:00)
Attorney reviews new agenda posting laws that passed in the last legislative session. He then talks about an agenda law that did not pass. Norrell then asks if there’s training (for the law that did not pass). Who is actually paying attention in these meetings?
Open Meetings Act Violation Magic
Jones moves into the executive session without identifying agenda items to discuss. Avila waves attorney-client privilege like a magic wand to justify the lack of transparency. Spoiler: Still an Open Meetings Act violation.
Closing Thoughts:
*Public records are MIA.
*Parks remain hazardous.
*Money flies out the door for questionable lawsuits and “web strategy” from people who think Netscape is still a thing.
*The Rubber Stamp remains fully operational.
*The Board appears to never have met an OMA Violation they aren’t ready to cuddle up to.
MUDucation Moral: If incompetence earned frequent flyer miles, this board would be circling the globe.
